How We Work
Work on an investigation begins with monitoring processes and events, analyzing open data, decisions by authorities, public procurement, registries, court records, and other sources of public interest.
To establish the circumstances, we use primary sources, official documents, open registries, responses to information requests, interviews, and publicly available data.
Information on its own is not yet proof of our conclusions. We compare data from different sources, establish chronology, verify links, and separate confirmed facts from assumptions.
Before publication, information is carefully checked. We assess the origin and reliability of sources and whether the information can be independently verified.
Our findings are based on a combination of verified facts. We aim to show what each conclusion is based on and provide readers with enough context to evaluate it.
Before publishing material, we contact the people and organizations directly affected by significant claims or conclusions and give them an opportunity to comment.
Editorial Standards
Impartiality
While working on a material, we also verify information that may contradict the initial version of the investigation. We avoid one-sided conclusions.
Sources and Confidentiality
We aim to clearly indicate the origin of information so readers can assess its reliability. The editorial team may protect sources when disclosure could put them at risk.
Privacy
We respect the right to privacy and do not publish private information unless there is a clear public interest.
Public Interest
We investigate topics that matter to society: government and official activity, use of public funds, abuse of influence, corruption risks, and systemic problems.
Human Rights
We do not allow discriminatory, humiliating, or dehumanizing language toward people or groups of people.
Privacy
We handle sensitive information responsibly and publish only what is necessary to explain a matter of public interest.
Corrections
We are responsible for the information we publish. If a factual error is discovered after publication, we correct it and explain the update where appropriate.
Accountability
Decoder bears editorial responsibility for the materials it publishes. We are ready to explain our methods and respond to justified criticism.
