"Decoder" is an independent Ukrainian investigative media outlet. It is published by "Project 34," a non-governmental organization founded by journalists.

We work with documents, open data, and sources; we investigate the connections between individuals, companies, and decisions; and we explain the mechanisms that shape processes of public importance.

Project Goal

A large part of information important to society is formally open, but remains difficult to understand: it is scattered across registries, documents, decisions, and datasets. Our goal is to collect this information, verify it, and explain what it means.
